Analysis of the Capacity of Village Officials in the Administration of Government in Merpak Village, Sintang Regency
Abstract
The capacity of village officials plays an important role in supporting effective governance, financial management, and public services. However, limited competencies remain a challenge in village administration in Merpak Village, Sintang Regency. This study aims to analyze the capacity of village officials based on individual, organizational, and institutional dimensions and identify supporting and inhibiting factors. This study employed a descriptive qualitative approach conducted from November 1–7, 2025, in Merpak Village, Kelam Permai District, Sintang Regency. Data were collected through in-depth interviews, observations, and documentation, with informants selected using purposive sampling. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña. The capacity of village officials was not yet optimal, as indicated by uneven understanding of regulations, limited proficiency in using the Village Financial System (Siskeudes), weak internal coordination, and delays in planning and reporting. Inhibiting factors included inadequate training, competency disparities, and limited information technology infrastructure. Supporting factors included the Village Head's commitment, support from the Village Consultative Body, community participation, and technical assistance. Strengthening village officials' capacity requires improving technical competencies, regulatory understanding, internal coordination, and continuous assistance to achieve effective, transparent, and accountable village governance.
